I need to convert this welder to operate on 400 volts,it currently operates on 240 volts,i have no tap diagram,can anyone help?

400 is a very odd voltage. You could use a stepdown transformer from 400 to 240, but that would be a very large transformer no matter what voltage you are starting at.

This must be a European or other country as the common USA voltages are 120, 240, 277, 480, 660 fior example.

You have not indicated what a toshiba is.
If it is a television set that is made for the electrical current in the United States, it will not operate in Jamaica, for that matter it should not even plug in.
There are adapters that will convert the electricity for you when you buy them somewhere.

Can I change a 120 volt unit to 240 volts BowFlex series 7 treadmill

Check around power entry if you have a selector switch.
If so, slide it to 240 or 220V~.
Otherwise you would need an external step-up 120AC-240AC transformer, rated capacity high enough to handle the current of treadmill.

if i understand correctly you have it connected to a 240 volt circuit protected by a 20amp breaker, then you should have it on a minimum of a 240 volt circuit protected by a 30 amp breaker ,then you should have 120volts from the red wire to the white neutral wire and 120 volts from the black wire to the white neutral wire,or 240 volts between the red and black wires, then the unit should operate correctly as the dryer needs 240 volts and the washer uses 120 volts to operate as this is how the unit is wired to operate

the baseboard heaters out put goes down a lot more than you would think when used on 120 volts ... thats because not only is the voltage half of what it should be, the current is also half .. so the total power (the product of voltage and current) is one fourth of what it would be if operated on 240 volts .. you are operating at only 186 watts instead of the 750 watts you should have .. so you would have to have 4 times as many heaters for the same heat output .. you likely have the 240 volts available (most houses do) .. there are two phases .. each 120 volts .. when both phases are used together then you get the 240 volts total .. another option is you can use heaters designed for 120 volts .. the current would increase to a little more than 6 amps per heater .. some heaters have a jumper you can move for 120 volt service or 240 volt service... you can use those with either voltage ..
