you need the right heat sink for the cpu that you are using for the board check on board for cpu plug in, then plug the fan in make sure that you have enought heatsink paste on cpu not to much just enought to do the job. if that dose not do it then the board is bad.

you heard wrong, as is normal 1/2 what you read on the internet are pure lies or full evil.

all we know is this
MSI 7091 Ver 2 (old) 2004 Msi ended all support now, zero results there.
nothing else, no PC told at all what is in the case a secret.
no PSU told no if 4pin and 24pin power are connected to mobo.
keyboard USB dead? that it in BIOS not told that.
this MOBO has no VGA rear port at all, it is iGPU free, has none.
so BIOS is dead due to no video card installed and if has one installed none told, and some are dead lacking 12vdc aux power not connected to the GPU card directly, oops failure #1
915P chip set relic MOBO pentium 4 old dog CPU
the ICH6R chipset runs the rear USB ports even in bios full time.
the keyboard needs to be connected to USB2, port 1.
P4 has no igpu on the die/chip, so none there, and no vga port there.

Ga-8SIML is a generic gigabyte mobo and does not need a packard bell bios. you could goto the gigabyte site and get latest from there. If your PB displays a logo at the start then its likely that you will lose that logo as the generic bios will not know it was fitted to a PB machine but thats no hardship.
Be sure to check the board version. version 1.0 takes one type of bios ver 3.2 another and they wont load into the wrong versions of the board. F12 is the latest non beta. I just did two of these recently so i know F12 is ok.
suggest you visit gigabyte site anyway just to check how the bios should be blasted and which version supports which mobo model no..

+7 + 2014 is end of life battery,

This problem can be caused by several things. First, are the memory chips exactly identical (brand, type, size, etc.)? If not, that will definitely cause the problem. Second, how many memory slots are there? If you have four, check the manual and make sure you're putting the memory in the correct slots. Some Mobo's require that you put chips in slots A1 and B1 and not A1 and A2. Also, some Mobo's have DDR slots and DDR2 slots, so make sure you're putting the right kind of memory into the proper slots. Some people fudge the memory by putting 400 mhz memory into slower slots, and that works one chip at a time - but if you install a second, identical chip, the system will fail. If all else fails and you've met these conditions, check the type of memory to be sure of the proper fit (use manufacturer's recommended brands and numbers) or try a different chip in the second slot. One chip could be bad.
