Most of the reported symptoms like these are power supply related and not usually an expensive repair.. If you're doing this yourself take a look at the power supply board - you'll have to remove it - check the cap at 2662 for any signs of buldging. If you have an ESR meter measure it's equivilent series resistance and replace if necessary. Next look closely at the board for ring cracks of the various solder joints. Pay close attention to the diodes at 6041 and 6046. part of the bridge system. Any ring cracks found flow some solder across them to make good contact then re-install the power supple and try to power the unit.

you must be referring to a different board premtech. All my diodes and caps are numbered above 8000 on my power supply for the same tv.

I have a 37" Phillips LCD TV. it will not turn on and the light that used to show green (to signal the tv on) now blinks red. What does that mean?

how many times does it blink red. the will help determine whats wrong. Most lightly its going to give you 6 or 7 blinks whick points to the power supply this is sometimes a false indication to the ssb/signal board being bad. you coulb try the parts or have a tech come out and verify which is the problem.

Philips 42PF7320A blinks 3 times every time i hit the power button

The SSB is small self contained board that u connect your Antenna, and HDMI to. An error three is a communication error between the SSB and to Logic board ( located underneath the SSB on the back fo the plasma panel that is just below the power supply. U can check parts.com and see if u want to purchase a SSB for this TV. Is the 3blinking lights coming from the front of the TV. Also check the power supply and see how many times the green led blinks on the upper left of the power supply and let me know.
