My brother was playing around in the computer and he lock all tha system up but he doesn't know what he put for password and now went i restart the system it ask me for the system password what can i do?

What id do is go to Start look for systen restore , when ya see a clendar high lighted (go back before little brother hit the computer) . click on the high lighted number abd it should put ya back to logging in with out a pass word.

If you have the guest account enabled, plug in a USB and create a forgot password file on the USB, it works for all user accounts on the computer. This only works for Windows 7 (from experience)
You can remove or change the Window's User or administrator's password. You need access to a computer with Internet access to download the Hiren's Boot CD and burn it onto a CD. Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. There are very useful utilities CD and it a Linux boot CD which contains quite a lot of Utility programs including a password removal program. Start your computer, tap on the F8 key, choose SAFE MODE, once the computer boots up go to CONTROL PANEL and choose USER ACCOUNTS you should be able to change your passwords from there and just re-boot the system and use your new pass word.
When you flash the bios (normally from a floppy drive) it should overwrite anything that is there. In this case you must boot from the floppy. Unfortunately, with a laptop you don't have that option. I suggest you put the bios flashing utility that you probably downloaded with your bios update file on a flash drive. I think your laptop has the ability to boot from that. Anyway, on startup, press F12 until you get the boot options and try that. I take it that you know the support site URL, but just in case, it's support.dell.com
The Dell BIOS password can only be bypassed by either the original password, or the Dell Master Password. To get the Master Password, you will need to contact Dell Technical Support, and prove you are an authorized user of the system. If the system is out of warranty, the tech support call may cost you $49 for the tech support incident to get a master password generated
On boot up hold down F8 you should get a black screen and among other listing will be start from last know time the machine worked[or word to that effect] use the up/down arrow to get to it and hit Enter.
