Send me your email address. I have all of the drivers. I ran into this problem, be cause the tablet drivers from panasonic would not work. I downloaded a driver direct from WACOM and it solved the problem.
This happen regularly on the older Toughbooks. Find an XP or Win2000 modem driver for the 27 or 72 at Panasonic's support site or driverguide.com and it should work just fine. It will allow the machine (XP) to recognize the modem and install the drivers.

have you thought about restoring your system, to an earlier point.
before the problems occured, with your software update.
also if this fails, or you are unable to acheive this.
check in the device manager, to see if you have any yellow exclamation marks, next to your device.
you may need to re-install the device/driver for your card-reader.
