There are two types of GE universal remotes. Does your remote use the 4-digit code or the 3-digit code?
These codes listed below are not for combination TVs (TV/VCR, or TV/DVD). If you have a combination tv, see the appropriate code list here:

The 3 digit codes for Panasonic TVs are 003, 054, 055, 062, 070, 148, 149, 170, 171, 374, 381, 437 . If you have an LCD or Plasma Panasonic only try 170.
The 4 digit codes to try for Panasonic TVs are 1182, 0171, 0148, 0054, 0170, 0062, 0374, 0381, 0437, 0950, 0003, 0070 .
Next to program the remote: Turn on the TV manually. Press and hold the Code Search or Setup button (depending on your remote). Hold the button until the indicator light comes on and then release it. Then press and release the TV button. Type in the first code for your remote and TV combination. The indicator light should go off. Then point the remote at the TV and see if the TV turns off. If it doesn't, repeat the above steps. Once you have a code that seems to work, check if the remote controls all of the functions that you need (based on the available buttons on the remote). If you have a code that turns off the TV but doesn't control other functions, continue trying other codes.
There is an option to search through all of the codes of the remote to program the remote. Press and hold the Code Search or Setup button. Release the button when the indicator light comes on. Then press and release the TV button. Now press and release the Power button on the remote repeatedly and wait until the TV turns off. Do this slowly (pressing the Power button every 2 seconds). When the TV turns off, press Enter on the remote to save the code. Then test the remote. If the remote doesn't control all the functions of the TV that you want it to, then repeat the search.
Please note that the codes in most universal remotes are limited to those for devices released 6 months or more before the remote was programmed. If your remote is older than your TV, then you may need a new remote.
