try this it might work, use another phone to call your phone and in the process of it ringing increase the volume by the volume side key and also do it for in-call volume

You will have to get your cellphone repaired that is the only solution to fix this problem.IF it is under warranty then please get it replaced.
You can try taking the phone apart if you want and clean and reattached the connections to the speaker in the phone.

Incoming call

Ringtone.
This menu allows you to select a ring melody. Highlight Ringtone and press . Use the Up or Down key to highlight a ring tone or press the Left or Right key to select a file from either the Default Melodies, Voice list, or Sounds folders. Press the Select soft key.

Volume
This menu allows you to adjust the ring volume to one of 7 levels plus Silent mode and Vibration mode.

• Use the Right or Left key to increase or decrease the volume.

Alert type
This menu allows you to specify how inform you of incoming calls. Use the Right or Left key to select an Alert type.
The following options are available:
- Melody: the phone rings using the ring melody selected in the Ringtone menu.
- Vibration: the phone vibrates but does not ring.
- Melody and vibration: the phone rings and vibrates simultaneously.
- Vibration then melody: the phone vibrates three times and then starts ringing.
- Melody then vibration: the phone rings using the ring melody selected in the Ringtone menu and then vibrates.

Message tone
This menu allows you to set up the ringer for incoming messages. You can set the Tone, Alert type, and Repetition.

to increase the sound on your message alerts please goto Menu, Settings, Phone Profiles and then highlight the profile you are currently using. Then press Options and then Edit. In this menu scroll to your right once to access your message alerts. From here please make sure the volume of the alert is set to 7

is your phone the HTC - G1?

Try looking for the program online

you have to go to start --> settings --> profiles --> menu --> edit --> notification volume ;; set it to loud . &+ your problem should be fixed .

Record silence on your phone voice recorder and use that as the alert with vibration on.
