You have an air lock. Here's how to fix it:
1. Connect the hoses, and turn the water on. Work the supply hose in such a manner as to displace any air in high points in the hose through the pump. Let the water run for several minutes, then connect the gum. Turn the water back on and let the PW come up to 'house' pressure, and pull the trigger to depressure the system rapidly. This displaces any trapped air. Do this several times, until you get no traces of air at the gun. Crank the PW; it should come up on full discharge pressure. If it does not, shut the engine off, and repeat the displacement maneuver. This time, start the engine while holding the trigger of the gun down. This will act as an unloader, and should give you full pressure.
