Land line static is so bad I cannot hear what person on the other end of the line is saying

That sounds like a receiption problem one of those little booster stickers should help that. Just go to Best buy they are less than a dollar. If that doesn't help try someone else's phone with the same service provider in the same area and see if you still have the problem

The cordless phones have a button to change the channels that are within the radio freq. range. I would change the channels until you get a clear/static free call.

Most likley not a phone issue since you say its a line.
Call your carrier (i.e Bell, AT&T ect) whom supplies your phone lines to fix it.

Check the cord from the phone to the handset - wiggle both ends to see if you get more noise. Could be a bad connection or bad cord.

My phone seems to have a lot of static and I thought it was just when I was talking to a certain person but it seems to be happening with more than just one person... I was asked if I was rustling a bag...

It could be interference with other electronic equipment, for example, one time I was talking on the land line home phone with a friend, while texting another friend on my cell phone (multitasking pro lol) and I heard a series of beeps on the land line phone whenever I sent and received messages.

Check the phone cable you are using for your POTS line. Attach a phone directly to the phone jack and see if it is clear or static without the device.

Sending a fax

Its the phone line causing the problem. Check the line via the handset, if you hear static sounds you have a bad line. Contact your phone provider and have it checked/fixed.

Also check the feeding of your original by using the copy function. It is possible that you have a feeding issue but I would bet on it being the line.
