Did you also clean the filter screen at the input to the water inlet valve? Just a thought, did you remember to fully turn on the water again after valve replacement? It also might be worth disconnecting the line and make sure pressurized water is coming out (with the cutoff turned back on, that is).

I suspect that when the water valve was replaced, that the plug's were reversed that provide the power to the valve. Exchange the two plugs on the water valve and you may find the problem is fixed.

I'm not sure what you damaged with heat but- Your water line could
be frozen in the door. You can disconnect the line under the unit before it
goes into the door at the bottom hinge. Push the dispenser button and see if it
comes out there. If it does leave the door open
till it thaws
OR
disconnect
the line to the water dispenser at the water inlet valve on the back where the
water supply comes in and try the dispenser. if you hear the valve work but
water doesn't come out, the valve is bad. If you don't hear the valve, the
dispenser switch is bad.

The ice maker is what tells the water control valve to open so it may be correct now and the thermostat in ice maker may be defective. Part 27 or 627985 down below where it says Whirlpool Ice Maker Parts Breakdown and in that photo is the ice maker thermostat.
