Sorry I can't help much. I am not familiar with the device.

A genuine arc welder of that vintage will be heavy and bulky as it would contain a heavy duty transformer.

There have been devices and gadgets that attempted to offer the advantages of an arc welder without the disadvantages of bulk, weight and expense, with varying degrees of success.

I expect your device is not complete. In my limited experience such devices had a special electrode holder that vibrated during use. This allowed an arc to be produced and welding to be possible without the large current and voltage flow a transformer would provide.

You can find the manuals for sale for almost all Craftsman units at sears.com and navigate to the craftsman site and then to customer service parts and enter the model number and they will typically show you a parts breakdown of the unit and also offer replacement manuals for sale. Check for output voltage (ac or DC depending on model).No voltage,welder has a problem.
You must have a clean ground clamp attached to bare metal with some welders to make them work.
