You have a dirty pilot assembly and maybe even a bad ECO switch (safety switch). I would suggest replacing the ECO and removing the pilot assembly and clean it out.

Most likely it is a problem with the gas pressure or the air adjustment. You will need a Manometer to be able to check it and adjust it so I would recommend you call your local gas technician. If you have a shut-off on the unit, you can test this by throttling down the valve till the whistle diminishes however this is not a fix, just a diagnosis.
