I am not very knowledgeable about Stihl but I know this one is out of production and Stihl is no longer supporting it. You can find a group of avid chainsaw enthusiasts here:

SOURCE: Makita concrete saw, no spark, new ignition coil.

Check clearance between the coil and magnet, too far away and magnetic field won't generate.

SOURCE: How do I gap ignition module on a TS350 Stihl concrete saw?

I thought the unit was under the flywheel, in this case there is no gap to set it just screws to the crankcase and you re fit the flywheel.

I found a parts diagram for a Stihl TS400 CutQuick concrete saw here: http://www.sawagain.com/stihl-concrete-saws-1/ . If you are referring to the wire that kills the engine it will be attached to the coil at one end and the on/off/choke lever/switch at the other end. If you need to replace it then contact a Stihl dealer.

What will a stihl 015 chainsaw do if one of the springs on the plastic deals on the flywheel are broke? would it cause the saw to rev then idle down. if not what would cause that

the plastic pawls on the flywheel catch the starter pulley to turn the engine over when the starter is pulled. the spring hold the pawls in, centrifugal force holds them out when the engine is running. the one that is broken may not catch and allow the starter to skip. That is an old saw and the fuel line may be collapsing due to being softened by the fuel.
