When I press the button on the dell battery to check power capacity, the lites come on every other one. Numbers 1,3,5 blink 4 times together and then goes off.

take the battery and the power cable out ,then hold on to power button on your laptop for 75 seconds ,then power it up without the battery ,you have a bad battery
Try to perform power drain. Take out the battery unplug the power adapter then press and hold the power button for 30secs. Put the battery back in then plugin in the power adapter then turn on the computer. If same issue occur, then you need to replace your battery.
You could have a bad peice of memory or a bad memory slot. Pull the memory out and try one peice at a time in each of the two slots. If you only have 1 peice you will need to either borrow a peice of the same memory or buy it. You also could have a shorted battery so pull the battery out if the ram is ok and try to boot. Another idea is the cd rom may have a problem so pull it if the ram and battery are ok. After doing all this if the system will still not boot the motherboard must have a short and needs replacement. This model also had an issue with the power board where the power button is. The connector on the motherboard was poorly designed and very sloppy. Over time it gets worn and causes a similar issue. The temporary cure is to press very hard on the power button to see if it will boot and then leave it running. You can also put pressure on the underneath side around the docking port and press the power button. This issue however requires a new motherboard. The M60 is almost the same as the D800 infact most parts are interchangeable. You could switch out the motherboard to a D800. I refurbish the D600 AND D800'S daily so I am fimilar to this issue. charger check it if working properly, if the same problem open the laptop then check the baord
I would say its defective. Bring it back to where you bought it and show them. Bring your laptop charger also so you can show them it in action. Hope this helped.
Two things to try that are common causes of this are; 1- remove the battery and start up on the adapter only, and 2- remove the memory and try each chip one at a time in each slot. If these do not work, then the problem is with a motherboard component, most likely in the power management system. If it is the power management system, then motherboard replacement is considerably cheaper than have the components repaired unless the machine is under warranty.
remove the battery from the system and try to power on the System with the AC adapter connected. its only to check whether the system is receiving the power .
Also press the Fn key holding it down press the power button and release both the buttons , look for the LED codes and do let me know abt it
