This is because you removed the previous owners google account from the phone without them removing the device from their google account, so it gets locked for privacy by google. This is a common problem now and a big reason i tell everyone to stay away from a used smart phone unless you buy it from a reputable shop that will stand behind it. There is nothing you or boost can do, it will require the previous owner to login to the phone with their google account and remove the device from their google account, then it can be set up with a new google account.
