Try this:

PRESS the device, (TV, VCR, CABLE, etc.), button - RELEASE
PRESS and HOLD the SETUP button until the red LED flashes twice, then RELEASE.
PRESS 9 - 9 - 0.
PRESS 1, carefully COUNT the number of blinks. (1st digit)
PRESS 2, carefully COUNT the number of blinks. (2nd digit)
PRESS 3, carefully COUNT the number of blinks. (3rd digit)
PRESS 4, carefully COUNT the number of blinks. (4th digit)

If the remote DOES NOT blink it means the number is 0.
This is your 4-digit setup code.

If you are still not able to get the unit to respond, try the following procedure to search for your code. If you don't find a code that works, the remote will flash four times when you reach the end of all the codes for this device type.

PRESS the button for the device you want to program, (TV, VCR, CABLE, etc.), then RELEASE.
PRESS and HOLD the SETUP button until the red LED flashes twice, then RELEASE.
ENTER 9-9-1 (two blinks on the remote)
ALTERNATE slowly between the POWER key and the DEVICE (TV, VCR, CABLE, etc.) button until your device turns off. (On VCR, LD, and CD players use PLAY instead of POWER)
Make sure that the remote is pointed at your device during the search, You may have to press this sequences of buttons up to 100 times to search the entire library of codes.
When your device turns OFF, PRESS the SETUP button and RELEASE it to lock in the code for your device.

Plustron URC 11E-8A for RCA TV are: 007,008,016,019,020,028,031,063,077,078,079 and 080.

For RCA DVD are: 032, 046 and 056.

Hi We won't the plustron remote control code to operate a phillips tv. The remote is a Plustron URC11E-8. The model number of the TV is 29PT3323/79R.

Hi bro, I haven't a code for urc11e-8, i've only have a code for urc11c-8a.Just try the code hope it will work for your unit :-)

try one code (3 digit) at a time.

if not working try the quick search.
Press the set+tv at the same time. (the tv must be powered on.)the led on the remote will be on at the moment.
Then press the set key again,the remote control enters into quick search mode, led keeps flashing.
then point the remote to your unit then press the power key (see the device reacts or not) if not try press the power key every one second until the unit reacts.

Region code hack posted by ipsita, January 11 2008:
1) Remove the dvd (if present) from the player
2) Open the tray
3) Press STOP on the remote
4) Press 7 0 on the remote
5) Press MENU on the remote
6) You can see the current region on the top of the screen
7) Press the appropriate region code, e.g. press 5 if the region code needs to be Russia. Press 0 to make the dvd player region free.
8) Press MENU
