SOURCE: i'm getting an HL1 reading

Possibilities:

1-low water flow (this heater needs 45 GPM minimum to operate safely
2-blocked heat exchanger (flush exchanger through drain ports)
3-Unitherm Governor (already replaced)
4- Bad bypass assembley or bypass spring (these bypass assembleys do fail occasionally)

Id start with making sure the water flow is proper, and if that checks out ok, id replace the bypass spring and assembley.

Note: when examining bypass assembley, if spring is worn or missing, start with this only as its cheapest)

Running a rheem pool heater! Hl2 error code comes on. what does that mean and what is the problem!

This is a failure measuring the temp of water leaving the heater, it has exceeded recommended temp. Water is moving too slowly through heater thus picking up too much heat.
If heater is making loud popping noises then it is without question the internal bypass assembly. Noise is water boiling in heater.
If not, I'm thinking unitherm governor is not regulating water flow.
Unitherm governor can be inspected without dismantling much of the heater in just couple minutes.
1) Turn off pump
2) with shaft of long screwdriver, I like square shaft screwdriver for this, unscrew U.G. Cap. (Find it right next to outlet plumbing, it is round cap with 4 notches.)
3) inspect condition, if it is pitted and corroded then this is likely your problem. Unitherm governor looks like a car thermostat but not interchangeable with one.
4) replace by reversing steps. The cap will hold the UG to put back into place, don't worry too much about the gasket placement.

If this isn't the problem look for anything that would inhibit water flow.
