I would say you have a bad element in the bottom.If the water is cold and heat until the top thermostat reach it tempture,then switch the bottom element and then the breaker trip.So replace the bottom element.

-Did you buy it directly from Grainger? The model # is actually 82SV30-2T. The "model #" you provided is Grainger's product code.
-Is this a new installation or is this an older water heater?
-Is this wired to a 25 amp breaker. (It should be.)
-Did you re-use existing wire? If so, is it at least #10 copper? (It has to be #10 or larger to comply with code) It isn't copper-clad aluminum or cotton over rubber insulated, right? (It should not be)
-Have you re-wired the heating elements? If so, you need to restore the wiring to the way it was configured from the factory.

If it trips the breaker you MUST have an Earth fault and or a short circuit to Neutral/Earth. You must get a Registered Electrician to look at it.

Hi , when a breaker trips immediately, that can indicate a problem in the circuit. But the circuit stays on for a bit , then trips, so there is a problem with the heater. Could be that a thermoastat or heating element is shorted out. You can replace these items yourself, I would check the heat element first. Or there may be some corosion residue around the heater terminals.

For many years electric water heaters were wired with #10 wire with a 30A breaker, as water heated technology improved in the 1990's water heaters did not NECESSARILY need to be on a 30A breaker anymore, many electricians began to install #12 wire and a 20A breaker, during normal operation the water heater drew 17A, as the water heater collected sediment over time the current draw increases and may trip a 20A breaker, I would suggest checking the wire and breaker combination and if it is #12 and 20A, you may have to upgrade to #10 and 30A
