The pump impeller will not spin as you think it should, the impeller is connected to the rotor of the pump motor which has magnets fitted.
When turning the impeller by hand this will only give you one half revolution as the magnetic field stops the impeller from spinning around.
This is perfectly normal.

You either have a locked pump, impeller or stripped impeller on the pump shaft. Remove the jet pump assy and repair the pump and or impeller. You can also replace the pump assy.

Unplug the unit. The E90 code on the intex spa is due to a dirty water flow sensor. Remove the control panel and all the screw holding the casing on. In the white plastic piece on the discharge, top hose, you will see a silver nut with a black wire coming from it. That's the sensor. The black wire is plugged into a white wire, carefully unplug it and unscrew the sensor. Clean it good and blow out the hole it goes in. This will fix the code and you will be back in business!

This picture of the rotor shows two of the three clips that hold it in the washer tub. They protrude from the smaller tan disc sitting just above the red magnet subassembly. Normally, you would unlatch and remove the filter plate, then unlatch the rotor assembly by turning the larger tan disc (with the three arrow tabs) counterclockwise until it stops. Since the top of your assembly is broken off, you'll need to turn the smaller disc counterclockwise about 1/8 turn, so the clips can slide up through their slots. The magnets in the rotor also hold it down somewhat, but it should be possible to slide the rotor out by hand.

The rotors in my double dishdrawer were deteriorated to the point that the plastic around the magnets was crumbling. Note that although the plastic around the magnets is red in this picture, all 4 rotors I have actually seen have blue plastic encasing the magnets, similar to that used for the impeller. I suppose it is possible that your magnets have come completely loose, and are jamming the rotor in place, or that some other foreign matter is caught in the drain impeller at the bottom of the rotor. But there isn't normally any physical connection at the bottom of the rotor- the lower impeller spins freely to pump water out the drain.

I assume that it pumps from/to the hot tub. If so, the pump is fine. Look for any air leaks in the piping/hoses from the connection in the pool to the inlet of the pump.

The impeller is supported at both ends with rubber bushings the impeller shaft wears into the rubber and enlongates the hole this happens over time or if you run the pump dry often. The rubber parts are replaceable.

The bearing needs to be pressed onto the ceramic shaft before inserting the impeller into the housing. Then it just drops in (while trying to hold on to it the best you can to keep it from slamming in.). New bearings didn't come with the new impeller? If not you will have to carefully pry out the old bearing from inside the housing.
