Here is the correct and official service manual on the unit. Check all of the diagnostics first, then go into the service menu and validate your settings.

You have not fully identified the model number of your unit, but
this is most likely caused by the Main Power pcb.
For models P42HHxxxxx and P42HCxxxxx see Fujitsu Service Bulletin on this problem. -see link below

A competent service technician should be able to implement the service bulletin.
SOURCE: getting blinking "red light" , doesn't scan
There are a few reasons this might happen. 1) Check if the transport lock is in the locked position. Unlock the unit if it is locked.
2) An error occurred. Try restarting the computer, unplug the scanner, wait 10 seconds and reconnect the scanner. (This fixes issues where the software isn't running/fully loaded or the connection isn't solid).
Try a new USB cable and a different port. If you have a USB hub in the middle, try a direct connection. (Bi-directional communication is needed and this may show as an error if it is lost.)
3) Try unplugging the scanner from power and plugging it back in.
4) Try unplugging the optional accessories. If they fail, the unit may indicate a failure.
5) The lamp may need to be replaced.
6) Something else may have failed. Consider if it is worth having the unit serviced.
I hope one of these ideas helps.

HI:
This is a plasma unit and philips plasma's are nortorious for bad power supplys, your problem may very well be the power suppy in the television, it is possible you blew a low B+ fuse on the power supply. There is also a issue with the Y-sustain board failing in this model, If you open the back and looking at the unit from the rear the y board is on the left side of the unit and the PS is in the center. disconnect the Y-sustain power plug from the power supply and turn on the unit if the unit stays on with no red light then the y board is bad. it does the same then replace the Power Supply.
