CHARGING/POWER
There are a few reasons why a battery won't charge. Make sure that the contacts on the phone and the charging cradle are clean. (Unplug the base or charger.) A pencil eraser is good initial cleaner; electronic contact cleaner sprays are a second option. Remove the battery and check the contacts inside the handset and the battery as well. Next replace the battery pack. If you add a comment with your phone's model number, then I can try to find the correct battery. (Stores like Battery Mart may have a compatible battery.)
The final possible problem is that the charging system is bad. If your phone has multiple handsets, try a different charger. If the phone allows you to add handsets, try getting a new handset. The new handset will come with a new charger. (I've never seen the chargers sold without the handset but you could try Uniden customer service. If the base station is the only handset cradle, you'll probably need to replace the phone if a new battery and clean contacts don't work.
If your Uniden phone is under warranty, contact the company.
:.. extra handset ..." implies you have another handset. Try the battery from that handset in the "extra." If it works, the replacement battery you bought is defective.
Check the handset battery -- if there is a slight "bulge" on one side (ie: not COMPLETELY flat) then the problem is with the battery. I had that problem and had to order a new one. That said, I just installed the new battery, and while it now charges, the handset won't connect to the base unit. The base unit works (tried the speakerphone), but there is not connection between base and handset.
Try charging it in a different cradle if you have more than one handset. This has happened to me where a particular base will not charge a particular phone. Once charged elsewhere the problem resolved.
What you need to do is hold the "end" and "#" key for 5 sec, which will deregister the headset then all you would have to do is place it back in the base for it to registered again.
Found the following in AT&Ts FAQs for your phone, I'll leave only what might be relevant:
# Charge the handset for 12 hours. After the first charge, the battery will quick charge in only 8 hours. Re-cradle the handset nightly for recharging. The battery will not overcharge.
# Connect telephone line from base to unit to modular telephone jack. If cord is already plugged in, unplug and reconnect at both ends. Also, you may want to try another cord from a working telephone. See the owner's manual under "Connecting to Phone Line." (you can get the manual here on the product page in case you lost it)
# Try a working phone at the jack. If another phone has the same problem in that jack, the phone jack is defective.
