SOURCE: I have a Lanark double

fill the tub with water and then turn the pump on. Get under the tub next to the pump and loosen the union on the discharge of the pump until some water starts coming out. If you have an air lock this will relief that and the pump should start pushing water to the jets.

You could sleeve it but the best solution would be to buy a short length of that hose and two hose barbs. Tubing & Barbs
A foot of tubing would suffice, but with the relative low cost of the air button tubing these days it might be easier to replace the whole line.

SOURCE: I just installed a onga pump to my spa (2nd hand) and the heater was working fine. Now everytime the heat light turns on it trips the power. If i turn heat right down everything works fine. Cheers

The heating element must be shorted out or the wiring to it is incorrectly installed..
