Question about Dell Computers & Internet
OP never once told what OS he runs, what a waste that.
nor what CD his is running, (millions exist OMG)
A LAPTOP and most have a cam, top center, bezel, cam.
if not there its not there. ok? some have dummy lense so .....
wires to it matter, if not wired its not there.
I have PCI scanner that finds all hardware I the PC blind, ASK?

most PC four sure old and all Desktops made (real not AIO junk)
have options day one,
and many options are missing. for a fact.
the facts of life:
1: the hardware must get there, hint :look , for it. or RTM.
If DM (device manager cant find it ) it is missing hardware camera.
but can be marked Unknown there, so get the driver from Dell.
2: the driver must be present and match your OS, and is found at Dell.com if MS plug and play fails, then HP is the only answer,
is that clear, or if not do you want infected with virus with hackers selling drivers to dweebs? NO H3LL no.
4: the OS can test the device for you, ever see how W10 works
Im guessing your OS now, so.,.. here goes.
at Microsoft.com they have this page and millions of folks reading it. how to test the camera (one way is skype) but lets to it the MS way first (basics tests)
1: make sure the camera is shown in the device manager (CP)
not marked with errors, ok?
3: if dead they this, (it's clean) virustotal.com 100% clean run it.
in w10 If the camera Is there (not missing) and driver correct do this.
clicks settings (not CP)
click Privacy then camera
let apps use camera, click = ON

this may or may not help, try taking out the cmos battery out (looks like a watch battery) and leave for a few minutes then replace, this will reset the bios.

I was just about to write "I have the same problem", but i think i fixed it!!!!
background: I move my wireless keybd/mouse between my desktop and laptop units.... All was fine until a few days ago when some update completely disabled my desktop... I think the wireless began malfunctioning about the same time.
Just now, I pressed the ?reconnect button? on the front of the keybd/mouse receiver then pressed the connect buttons on the back of each device and PRESTO!! the keybrd works!!!
I just typed this entire message with the wireless keybd.
