There is an idler pulley that puts tension on the belt. You unhook the spring from the idler arm, put the new belt on (it will be loose, not tight) then hook the spring back onto the idler by pulling hard on the spring with a pair of visegrip or channellock pliers. Move machine to flat/level surface,with deck raised put a 2x4 between rear of deck and ground.Make sure that the 2x4 goes all the way under deck from one side too the other.Once that is done lower deck all the way and make sure lift lever is all the way forward.Then on the rear top side of deck loosen bolt that holds arm to deck bracket,pull bracket as far down as you can then retighten bolt.This is also the point where you can level deck side to side.

Park brake switch is the most likely culprit,any other would cause the tractor to not turn over in the crank position.

I would need the model # of the deck and tractor, but all newer mowers use a spring to maintain constant belt tension. I can get you a diagram if you need one.
