Unless you're good at taking apart small things I'd just let it be if the rest of the phone is working ok. Like a ding in the fender of an old car, ignore it until you get a new one. Good luck!

Unfortunately, when it comes to touch-screens, it's much more difficult to fix.
The reason being that the screen is placed in the chassis of the device - with precision, so that none of the parts in the device or the chassis/cover of the device itself is applying any pressure to any point on the screen.
If there is any point on the screen which is being pressed by the cover of the phone or any part of the phone such as a wire or PC board, the screen will be reading TWO inputs whenever you push a button on the screen. Most touch screens will lock up if it detects two points of pressure...or it will pick one input and run with THAT one. (Hard to say if it chooses the first or the second input.)
I have a Dell handheld PDA that I can't put the cover back on as it works sporadically when I tighten the screws back down. I know the general region where the pressure is being applied, but no matter what I have done, it just won't work. (It's not worth my time, so I haven't really continued working on it for some time now.)
Sometimes when I flex or bend the chassis of the PDA and I use the stylus on the screen, it'll work for a while. But then you grip it in a certain way and it starts going crazy all over again. When I bend the chassis by twisting it a bit, it releives the point of pressure and I'm able to use it normally for a while. Sometimes I tap the sides of the device to knock the screen back into place. (Although that can be harsh on the device.)
Quite honestly? I would take that phone to a service center and either have them service it or replace it. (But you most likely voided any warranty you still had when you opened it; if any.)
Not much that can be said for it unless we could actually physically inspect it. But this is the internet. :P
Try jarring the screen or inspecting the bottom side of the front cover to see if there is any point that is touching the screen when you secure it. Try removing the screws in certain, contained areas in a slow manner to see if releiving pressure in those areas might show you where there may be something touching the screen. Take it from there. Might consider using a file to file down the area that is touching the screen.
First and foremost, though... Just check to see if the screen is centered right where it's supposed to be.

I had one broken a few months ago. I got a couple quotes.. it was about $200 less then a brand new one. I'd just buy a new one.
For the new TV I'd pickup a screen protector for it. My son threw a toy at my TV the other day and I nearly had a heart attack from the flashbacks. Thank God I picked up one of these a few weeks earlier. It stopped it. LCD screens really break easily as you know. http://www.tv-armor.com

You can get a repalcement from eBay relatively $20 to $40 depending on the seller's price. If the external glass is broken you would need the back cover panel as well. To change the LCD you need to unsolder and resolder with the new LCD panel (on one of the connector). Disassembling the camera is fairly easy and the most challenging part for a lay man would be the soldering part. Good luck.
