The water inlet valve on your washing machine is the part that the connect the two water hoses to the machine, and it controls the flow of both hot and cold water. A problem with the valve can cause the washer not to fill properly or not fill at all. There is little that you can do to repair the valve itself, but you can clean the two inlet ports to restore full water flow. You can also test the valve to determine whether it has failed. Replacing a bad valve is a simple job and must be done with parts and procedures that are specific to your washing machine model.
hot and cold water hoses at the back of the washing machine. Each port is controlled by a solenoid valve that sends electric power to open and close the flow of hot and cold water based on settings for the wash temperature and signals from the water-level switch. Malfunctions in the water inlet valve can cause a washer to not fill properly, fail to run, or wash at the incorrect water temperature.
multimeter (also called a volt-ohm meter) to the "OHM X1" setting and test the solenoids for continuity by touching one tester probe to one of the two terminals on each solenoid. The reading should indicate some resistance. If the reading indicates zero resistance, or infinity (?), the solenoid is faulty, and the valve must be replaced. Test both solenoids separately; if either is faulty, the entire valve must be replaced.
Replace the Water Inlet Valve (if Necessary)
Here are the basic steps for replacing a water inlet valve:
SOURCE: Washing Machine fills slowly how to change inlet valve
switch off power remove top switch off water and remove hose. remove inside pipe from valve - usually held by just a spring clip remove electrical terminals valve is just held with a couple of screws usually - remove these and valve will come away. put back in same order

The problem is one of two parts. One is your water temperature switch or your hot water solinoid. To get to the back you must remove the hex screws on the back and then the panel is removeable.

These aren't to bad but hopefully I can clairify well enough for you to follow. You will need a phillips screwdriver, a flat head screwdriver and a 1/4 inch driver (or socket). Slide the unit out and disconnect the water lines and unplug the washer all together. Now stand directly in front of the washer and look at your control panel. That whole console with the 3 selector switches and timer are going to be flipped upside down, backwards off the cabinet. If you look to the left and right of that console you will see a plastic end cap (or ears) on each end of the panel those knobs and the timer are stuck in. You need to look to the backside of the washer at both of those plastic end caps and you will see a phillips screw pointing towards the ground at a slight angle. They should be the only phillips screws in the end cap and they have a special tab right above them to keep them from coming out with vibration. Use your phillips to push in the tab while unscrewing these 2 screw (one in each end cap). Once unscrewed pull the whole panel forward about 1/4 inch and it should release and flip backwards.
If you got it then hard parts over. K, now we work on the area you just exposed by moving the console. Unplug the connector to the lid switch by pulling up locking tab and pulling out the wire connector. You should see 2 brass clips locking the rear panel to the cabinet. Examine them before taking them out so you will be able to pop them back in the same way they are coming out. Use the flat head to slide into the cabinet part of the brass clip and pry to the back of the washer. It should go down straight and pry to the back. You have just freed the whole cabinet front but don't take it all the way off because it can be tricky to get back on. Just lean the back panel out so you can access the valve for replacing and you got it.

Please check on the voltage on the inlet valve , check on the controller if there is no voltage if not the inlet valve is faulty.

Testimonial: "Helpful so far. I gently tapped the solenoid and the cold water inlet worked again, but the machine stops in the middle of the program."

To replace your Hoover washing machine water inlet valves watch this instructional video http://youtu.be/78D5ieegS98
Or follow the instructions below
Turn of the power at the power point and disconect cord.
Turn of water supply to the machine.
Disconnect the water hoses
Unscrew the screws on the rear cover and remove
Use a screwdriver to press in the inlet valves plastic locking clip
Pull the inlet valves upwards and disconnect spring clip electrical terminals
Push in new inlet valves and connect spring clip electrical terminals
Reinstall plastic locking clips
Reinstall rear cover and reinstall screws
Reinstall water hoses and turn water on
Reconnect power cord and switch power on

Hi
If the washer won't fill you'll need to check for the water
inlet hose, the water inlet valve and the pressure/water level switch assembly.
Inspect the inlet hose coming to the washer for any blockages. If the hose is
not clogged then check the water inlet valve for any clogs, if the water will
not even fill for few seconds then certainly the water inlet valve is bad and
should be replaced. You can also use a multimeter to check continuity on inlet
valve. If you don't get any value on the multimeter then you'll need to replace
the water inlet valve assembly. However, if the valve is fine then the
pressure/water level switch assembly should be replaced. Hope this helps...
Please post back if you need more information.
