If the unit is pulling paper thru but not shredding your cutters have separated for some reason. If not pulling paper thru but machine is running you probally have a broken gear causing cutters to no longer turn you may hear a clunking or grinding noise or gear may be stripped if shredder sounds like it is spinning freely. Contact manufacturer for parts availability.

Was anyone in the office during that week, like contract cleaners, or any other staff or maintenance staff?
Sounds to me like someone has been using it, using it too long, adding to much paper in a hurry and shattered or shredded some internal gears. They get soft when they get hot and no one reads the manual where is says to use for no longer than 5 minutes, with a 20 minutes rest.

If the motor will not run, then probably there's paper clogged in the shredder. Turn over the shredder, after unplugging the power cord, and remove the papers.
If the motor will run but not shredding any paper, then the drive gear has broken teeth. This is not usually worth fixing.

I just had this problem with my shredder. I think the problem started with a bin that was full. Running the shredder in reverse resulted in shredded paper being pulled up into the slot used to feed paper into the shredder. Some of this shredded paper was blocking the little plastic tab that activates the switch when paper is inserted, so the shredder would no longer start when paper was inserted. I emptied the bin and removed the shredded paper from the feed slot, being careful not to break the plastic "sensor" while removing the paper from under it. The shredder works fine now.

The punching holes/not shredding problem is caused by a collar that encapsulates the cutter shaft ends. Vibration causes the collar to fall off and the shafts to spread apart. The fix is to pull the paper bin out, remove the 5 screws holding the top assy., and pull off the top. You'll see the collar and the screws will be somewhere in the paper. Replace the collar and tighten all the screws at each end of the shredder assy.
If the motor is running do the cutting shafts turn??? if not then unplug and open up the top to see if any gears are broken/stripped; give Royal a call at 1-800-524-0799 for parts and prices once you've located the problem.
Did you ever put shredder oil onto the cutting blades?????
The blades can clog with paper dust and then it can't shred as many papges as it should or even jam completely...you should occasionally shred a sheet of paper with shredder oil poured onto the sheet.
