SOURCE: Hot water heater will not stay lit

Hi,
It could be that you need a new regulator if the pressure was low - and now is high - but it's over-compensating - virtually shutting off the supply.
Check all valves are fully open - and any water traps are empty. It is possible for there to be a condensate in there - that is occasionally blocking the nozzle - causing a flameout.
If there is any yellow flame at all or signs of soot- get the unit serviced.

SOURCE: hot water heater pilot will not light

You have red wires connected to bottom of gas control valve?
Is this a power vent model?
What model, what brand water heater?
Is new thermocouple is finger-tight plus 1/4 turn and not shorted against gas control valve?

Copy following link for safety magnet:
Magnet will click closed when pilot is turned off. Put butane lighter on end of thermocouple and listen for clicking sound.

Bad gas control valve:
Low gas pressure, air in gas line, inadequate air supply, clean the air intake, tripped FVIR system, etc.

If I run out of propane, do I need to unplug the hot water until I get gas? Also, how do I get it started again once gas is restored? i have a Rheem PowerVent unit.

There is no pilot light on your power vented hot water heater. You may as well unplug it because the induction fan will continue to run. Hopefully your propane company is responsible enough to perform a gas leak check on your propane system. After the gas is turned back on, you can plug in your water heater to start it up. Run-outs are costly so it's bet to get on automatic delivery or call when the tank is down to 30%

Gas valve faultdetected

Copy following link to troubleshoot by type of gas control valve, and read how to replace gas control:
http://waterheatertimer.org/How-to-troubleshoot-gas-water-heater.html#intellivent

There are basically two types of Honeywell gas control valves.
One for atmospheric-vented water heater, and one for power-vented
For both types of controls: 8 flash + 3 flash error: replace gas control valve.
Water heater does not need to be drained to replace this gas control.

Richmond powervent model 6G40PV-40F Lockout 4-2 blink. What's wrong. What do I replace to fix?

1) Rheem-Richmond does not post service manuals:
Copy following link to identify service manual by type of gas control valve:
http://waterheatertimer.org/How-to-troubleshoot-gas-water-heater.html#intellivent

2) For lockout, the air intake might be clogged or combustion parts dirty, causing overheating which will break TRD glass vial. Gas control may need to be replaced. Reset gas control by rotating knob to lowest temp for at least 6 seconds.

3) Call Rheem or local service tech.

Start-point is to inspect and clean burner parts and combustion chamber, clean air intake, bleed air out of gas line, test gas pressure, test electronic gas control valve, check for venting issues.
As general rule, gas water heater manuals recommend professional service once a year that would cover most items listed above.

It sounds like you've read the manual.
And cleaned the burner parts according to manual.
You replaced thermal reset, but system is still tripping, so either the gas valve and tubing are bad, the thermocouple is bad, or there is a problem with gas pressure, or gas line.
