Test that lights turn on when switch is in ON position. Then turn knob to "TIMER" and set both the time you want the lights to come on then the time for off. Leave knob at "TIMER".

TIMER - The power pack turns on when the clock reaches the TIMED ON time. The power pack will turn off when the clock reaches the TIMED OFF time.
This mode will turn the power pack on and off at the same times everyday regardless of how light or dark it is. The power pack and lights will be on from the TIME ON time to the TIMED OFF time. To set the TIMED ON clock, the knob needs to be turned to TIMER, then hold down the TIMED ON button while pressing either the or button. Pressing while holding down the TIMED ON button will advance the displayed time. Pressing while holding down the TIMED ON button will decrease the time displayed. Holding the or button down for several seconds will speed up the change in the display. Releasing the TIMED ON button will set the time. Note the AM/PM LED indicators to get the correct time of day.

If it is keeping time try moving the stops. If it is not keeping time the motor is probably burned out. These transformers don't have a lot of serviceable parts to them.

I discovered that I hadn't turned the manual switch to off on the one that wasn't working properly.
Now they both work fine. The instructions that come with the Malibu Transformer is not easy to understand and it does not go into enough detail. There isn't a trouble shooting section which would help.

Make sure there is power to the plug. Then set the clock and install the on and off pins to control the lights. The on/off switch is for manually turning on the lights. The clock should run as soon as it's plugged in.

The timer motor is probably bad. Unfortunately, Malibu transformers have very few user servicable parts :-( , and the timer motor isn't one of them. One cannot even access the internal connections. If you recently purchased the transformer, return it to the store. If the transformer is less than 5 years old, it's still under warranty. In that case visit the Malibu website for instuctions.
