I assume you are able to answer inbound calls and chat using handset.

The machine may be in OFF state. The following directions to turn aswering ON. (direct copy/paset from the manual);

Press and hold STOP/ON/OFF for over 2 seconds to switch TAM on.

Then you can see "OGM 1" on the display and hear the voice prompt"Answer ON, Announcement One".

After this, the display will show the number of messages.

Here's you manual:

Click icon under download....then save..remember where it saves it. Usually when the machine will not record messages there are only a few things that can be wrong....check the Telephone Answering Machine(TAM) section.

You might need to erase all the data and/or change to the correct mode for the phone to function properly. Obviously having the manual will help! :-)
