This sounds like it might be a defective CCD imager. If so, Sony should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check the following link for more info:

Blurry image on camera mode is problem of defective CCD imager and required replacement.
Sony will repair your DSC-F717 free of cost as per announced scheme of CCD imager problem in few models and DSC-F717 is in list.

Sony had a certain issue with the CCD chip on this camera. If it's this issue, they'll fix it free plus $20 until March 2010.

SOURCE: The LCD readout and audio tones on my Fortex unit
First pull the battery's out then insert them correctly,if they are in correctly then the upper console has failed and needs to be replaced.
