Check fan motor and ignitor
Your problem is probably a part called the heater resistor block or board. When this part burns out you will only have high speed on the fan. On my 1999 voyager it is located on the firewall and it snaps in a hole in the firewall. This is under the hood behind the alternator.
Mine had a multi pin black plug plugged into it. Unplug the plug and
you should be able to pull the block out insert new block and plug plug back in and it should come to life.

If you are up to disassembling your motor, you will find a thermal cutout near the windings which frequently fails open. Replacements are readily available, or just jumper it out. If the bearings are shot or the windings burned you're out of luck. Trust me, a new motor will cost more than a whole new fan.

If you locate and procure a switch, you can more than likely replace it yourself. Get a switch of like and you can see what you have to deal with, Always disconnect the electricity before you work on it Good Luck. Your blower resistor may be wearing out or corrosion setting in. The part is cheap and you can probably replace it. This link shows where an 01 is located. Yours may be in the same spot on on the engine bay side of the passenger firewall. Check with your auto parts store also for location.

The blower motor is located behind the glove box. Open the glove box and at the left rear is a wire catch mechanism, push on this and the box will move further down. The motor and blower motor resistor module can be accessed here. Does the blower work on any of the speeds? If yes, then suspect the resistor module. If no, check for a blown fuse or bad motor.
