It would appear that the washer is not getting water, though it could be aborting the cycle early for some reason.
Try to google "Indesit dishwasher idl40s lights 1 & 3 flashing", and various permutations to see what others have said. At the least you need to understand what that pattern of lights flashing means.
There is an electric valve that the washer controls to allow it to fill with water when needed. This may be clogged or may have failed.
Pursue the flashing light issue first so you understand what the washer is complaining about.

Put some towels dowm and tip the dishwasher over to one side about 45 degrees, if water pours out of the base it means that the dishwasher is in "flood mode" and you have a leak into the base that will need resolving. Thanks
