Sounds like a starter problem.Try getting starter tested.Napa,Auto Zone,Pep Boys
That sounds like the starter motor bendix spring not returning , some starter motors can be repaired but most are mostly replaced, if you can get to the starter motor easily try tapping it with a hammer , this could help release the bendix until you get new motor

That is a code for an invalid skim key. If you have another skim key try it. If it does the same thing then the skim module may be bad.

If you're not hearing a click from the starter check for a starter relay. May be burned out! DO you hear the fuel pump kick in when you turn the key on? If not something might have triggered your security system and locked you out!

I think you answered you own question, when you said "it almost seems that the battery is dying," Drive it (while you can) to a parts store and get a FREE check of your charging system. They can tell you if it's the battery-low charge, which may indicate the alternator is bad- or a battery that is ready to retire, (and it also could be the starter, but I'm betting it's the battery). Let me know what you find.

I thought same thing with 5 cars ive fixed in last 6 months then ignition coil none. it was alarm gave all symtons of others cut alarm no more problem just make sure not factory alarm jll be in trouble then
