You have to disassemble the whole machine. Start from the top, remove the lid, take out all the visible screws. Remove the buttons/controls and disconnect the wires (these will be the only ones you will have to disconnect). Next, remove the bottom screws holding the case to the base, then the base itself. You have to remove everything but the motor and circuit board. Then the bottom cover will come off and you can replace the belt. Just did it on mine. A long magnetic tip Philips screwdriver is all you need.

The safety switch is normally a motion sensor , it should only come on when there is no motion and the iron is face down. Try shaking it up a bit as it has a moving ball inside that detects the motion. Failing that it would need a motion sensor replacement or calibration. Regards PSP
