I'd say the bearings are getting dry. I'd hit it with a a drop of 3-in-1 oil or sewing machine oil. If you don't have the owner's manual, you can download one here: http://www.geappliances.com/service_and_support/literature/ It's also possible that the keeper which holds the fan blade assembly may be broken or loose. That could cause the fan to slip and rub. Either way it will have to be disassembled to a degree, probably starting with removal of the grille. Exploded views of this model may be helpful. They can be found at this site: http://www.geappliances.com/shop/prts/ Under 1 select "Repair Part", under 2 select "Microwave" and click "Go". A window will pop up and you'll enter your (complete) model number. Good luck.

I assume you're talking about the hood fan which ventilates the cook top and blows air through the grille across the top. If so, it's okay to use the microwave with that not working, but if you boil something on the stove, an external fan is definitely needed to keep mositure from going up into the microwave controls. If the cooling fan INSIDE the microwave (behind the keypad) is not working, then you do NOT want to run it unit it is fixed. Two problems found. The electrician that installed the micro. installed it incorrectly. The fan was supposed to be turned so that the exhaust would go through the pre-installed duct in the wall. To remove the grill, there is two screws on top of the micro. which have to be removed. The builder put in a deeper cabinet that covers the screws because it looks better. To fix it I have to drop the micro, take off the grill, clean it and all the grease off the micro., replace the charcoal filter, turn the fan so it will exhaust through the duct and reinstall the micro.

You are correct the fan motor is either stuck or needs replaced.
There is no way to do this without removing the entire microwave. In case your not familiar with how microwaves work, there is a capacitor that is very large inside and can hold a charge even after it is unplugged for up to 24 hours, please take action to prevent getting shocked.
