I can name 1000000 places, or devices.
using PC? or what.
tell us what plays said video's
if PC tell what model first.
and USB does not do video in that monitor.

The connections on the monitor, appear to be:
Connector
(2) USB 2.0 TYPE A (your accessories will use this for additional USB ports, extending your available ports from the use of a USB A - to - USB B in the back of the monitor. (Many people will recognize this cable used for connection of a printer to the main computer.
(1) USB 2.0 TYPE B [assuming the above description wasn't answering, the USB B port looks close to a square socket, and is an input from the main USB port or hub, and the (2) USB A ports are outputs from the computer or USB hub.
(1) 3.5MM AUDIO IN [this is used to plug in headphones most commonly].
(1) VGA (royal blue DB15 connector video, no audio)
(1) DVI-D (white connector for Digital Video cable audio & video transmit on this connector, precurser to HDMI.)
Unless this USB B cable is connected to a host computer (most times, that is what its used for), it will not allow the 2 USB ports to work as designed.

The USB hubs will allow you to play output from devices of your choice directly to the monitor. Not for your computer, since this will already be connected to your computer by some other type of cable (probably HDMI).
I tried to find an English manual for your device but for some strange reason it's not readily available, even on the Viewsonic product page:

You could try a more thorough search with your favorite search engine). If you can't find the manual, contact Viewsonic directly and ask them where you can find one. Afaik they're a budget manufacturer, so they may or may not come up with one.
To use the USB inputs, you'd need to know how to select between monitor inputs, the manual will tell you this. Personally I wouldn't be bothering with it unless there's a pressing need... USB inputs are something you might use on a TV, but will I think have little need for on a computer monitor, where probably everything you want to play is on your computer anyway and playable on the monitor with better quality and more options without smegging with USB connections.
If it's a new monitor, you may want to test the feature once for each USB port, so you know everything works as it should.

then it could be usb

i found a user manual but it doesn't explain the usb up and usb down ports and how they are used ?

it is just a hub (it has no relationship to the video at all. its inside the monitor but is electrically separate.
some PC laptops super old and super cheap
had only one USB port, or just 2,
so then you want to add say web cam or usb phone
or other 10,000 USB devices, then what.?
well the maker added USB hub, to end the bad day. Viewsonic did that this.
it is ONLY for adding more USB ports.
that is all it does,

the Hub can reduce clutter,
means one cable from PC to monitor
then monitor lets other USB thing fit there

yo can use wich one you want, eiter VGA or Svideo ,for VGA you must have a special cable, if your tv is a lcd is ok you dont ned special conector just plug in normal cable betwin you laptop and the tv. to have sound on tv you need to get the sound from headset on you laptop. your video driver has to be the latest driver, from video driver property you can change the video on tv to use them at the same time.2 screen has to be set on lower rezolution to work at the same time.

reliable. It also frees up your usb port for other use. If you want both your computer & game console on

SOURCE: wacom intuos3 led lights up for a second when
try wiggling the cable at the tablet end.
I had the same problem, seems like the contacts from the cable to the tablet aren't that solid.
After a few wiggles I got contact again (pc made sound : a new usb device was detected), I just taped the cable so it wouldn't move again.

you will not get those USB port to display video
they are just for expanding your existing PC hub.
for example plug in a mouse to the monitors USB port, extended by the PC to the screen. see?
no PC stated, not one word about the 2 thing on your desk, A PC connects to this monitor on the VGA or DVI ports, called video ports.
can I play videos?, well not with just 1 monitor you never said what the videos are located, on DVD, or on the INTERNET or local servers or what>? no VIDEO sources stated.
the VGA or DVI will plug into most PCs.
some newer PCs are only HDMI or DP ports.
but no PC stated so can't help you.
the VGA port is optional +Dsub, D shell sub miniature.(15 pins)
your manual states this>
"D-Sub cable (available in some countries only)"
your country not told or photos of the rear of you monitor posted, so we can see it.
