The filter is inside the machine. If you machine is still under guarantee I would try and get it done that way. Otherwise turn off the power and pull out the machine to get a the back.
Remove the panel at the bottom where the discharge hose comes out. You should see a black concertina type tube coming from the drum attached by a jubillee clip. THe filter is inside. Losen the clip and pull away the tube take out the filter and clean it. When you replace it don't forget to put the ball float back in and check its well fixed by runing a spin cycle before sealing up.

you have a blocked pipe - where the water is draining out. Either that or your filter is blocked.
best you open the back and take a look at the filter before calling out hotpoint - might save you 100 pound call out charge.

we had this problem had to clean out the "self cleaning filter" this solved it for us
SOURCE: does machine have a filter
The filter is to be found at the rear of the washer.
Remove lower rear panel of washer, remove large black hose fastened to bottom of tub.
Watch out for water running out.
Remove plastic`filter inside hose and clean.
Refit filter and hose.
Dirty washing can somtimes be attributed to washing at too low a temperature, so make sure you have selected right temp for washing.
