Make sure all the tanks are seated properly and all clamps are securely clamped. I found that if it's not all sealed tight it won't suck. Also make sure the red filter is clear debris. You can hear the difference when it's all tightly sealed. Hope this works for you.

You put hot tap water (never boil water) into the clear bag through an opened hole in the canister. The dirty water will be correct outside of the bag. You remove the dirty water by open the valve at the bottom of the canister.

I have owned three Bissell cleaners and experienced clogged hoses each and every use. Do not put carpet cleaning solution in these machines. They are not designed correctly. If you have a tough spot, just use some liquid dishwasher detergent and a scrub brush. It will get almost anything out! Try it! Then, use the Bissell with hot water only to clean up any detergent residue.
Have a great day! Bissell Sucks!

If water is spraying from the tool hose, then check the heater for a blockage. If the heater port is blocked, then the water can't flow back down to the spray nozzles, which could also be clogged. Most likely a clogged heater, it is in the handle.
