Have you tried forcing a hard restart? You need to press and hold the Volume down button AND the Power/Lock button together for up to 20 seconds. This should make the tablet think you disconnected the battery and force it to shutdown without power. Then you should be able to restart it again as usual.

Test that battery, it may be defective.

My tablet started shutting down and restarting while I was using it. It eventually would do nothing but shut down and restart but only partial start up. It freezes at the Samsung screen and then re

got same problem on my alcatel android phone. it has somethiing to do with heat sensor. I install toogle notification and put battery temperature as notification bar icon. whenever I used the phone for heavy app or charge it with hi-amp charger until it get above 38 degree, it will keep restarting. if it happend, no choice except remove battery until it cool back down.

Samsumg galaxy tab 3 shuts off every 30 minutes

Check the power settings to see if that is the cause of it shutting down. Streaming music does not produce the keep alive activity that is required, so it thinks that it isn't being used and turns off.
