Turn the screw gently clockwise until it won't go in any more. Then turn it anti (counter) clockwise 1 complete turn. That should enable it to start but you will probably need to adjust it when the engine is warm. Failure to start can be because of a range of causes so I suggest you check the basics first like ensuring the fuel is fresh, that there is spark at the plug and that the choke is turned on if the engine is cold.

SOURCE: starts ok wont pick up speed
check to see if the throttle cable is hooked up to the carb. look at the back of the motor and watch as you pull the the throttle to see if the cable is hooked up. if the cable looks to be working correctly then pull the spark plug up and heat it up with a blow torch and put it back in. if the motor runs good then you need a new spark plug. if those two things do not work then you need to replace the carb diapram and gaskets.

I would have a shop do a compression test on the engine. It should be at least 100 psi to run. And then a spark test on the ignition module to see if it firing to the spark plug. I would look at a carburetor rebuild. I would also mix up some fresh fuel mixture; anything over 30 days now is considered bad gas.

Flooded? Try a new plug, or get that one cleaned up. If it is sparking and wet, it should fire, even if it doesn't run, it should spark. Did you put the jets or the needle valves back to where they were? I think they start out at 1 1/4 turns out , then adjust the low and high. If it is fouling out with too much gas, the low speed jet is open too far.
