GE is made by Rheem ... and the heater has a thermal device located inside combustion chamber that trips when heat inside combustion chamber exceeds approximately 180°F. Tripping off can be caused by ignition of flammable vapors or by malfunction of vent, incoming air supply, dirty combustion parts, or failed thermostat on gas control valve.

You need a recirculating line. You will have to hire a plumber to run a water line from the farthest fixture or to the fixture you are concerned about on the hot side and return it back to the water heater. this will cause hot water to constantly run throught the hot water line (via the recirculating line) and when you want to draw water from the fixture, you will already have hot water right at the line.
I know this works with standard tank water heaters, but it is a lil trickier with rinnai units(but very possible) if your plumber pleads the 5th and tries to sell you another unit call the Rinnai manufacturerand ask them how.

Hi,
Your bottom element is burned out. You will still get hot water from the top one, but like you said, not nearly as much.
Do a search for "appliance parts" and then enter your model number and you will be able to purchase the aprt online. Check a number of different sites as the prices can vary greatly. Many of these sites will have exploded views, so that you can see how they come apart and go back together. Wire the new element in exactly as you remove the old one. The bottom one will only have two wires so it is very easy.
I hope that this will help you to solve your problem!
Thanks for using Fixya!!

I believe this unit does not have a standing pilot light and lights each time? Have you reinstalled all doors back into the heater? It sounds like the main burner is blowing the pilot off the thermocouple. You might try replacing the thermocouple. 1) You posted under Rheem-GE electric water heater.
If upper element is burned out, then water heater will not heat any water.
