My resmed cpap h4i machine will not start machine will turn on in screen but will not operate at all

That unit is specialized and proprietary and you will not find any information to service it yourself. Since it is licensed and considered medically regulated, you must return it to the manufacturer for repair

Most Resmed models have a clear plastic reservoir to hold the water.

Just remove the reservoir.

Those machines are set for a certain altitude and if you go higher or lower it changes everything.

The small tubing is for connecting to an oxygen concentrator or oxygen tank You might not have that requirement.

I think you are talking the the RESMED S9 CPAP Machine. If so,

1.Press the Setup button and the Push Dial (see first image below) for 3 seconds.
2. Turn the Push Dial until you see the Options Screen (see second image below).
3. Press the Push Dial once to select the Option Screen.
4. Turn the Push Dial until Set Pressure is highlighted in blue.
5. Press the Push Dial once. The highlight should now be orange.
6. Press the Push Dial once. The selection should change from orange to blue.
7. If finished, turn the Push Dial until <8. Done!
