I would have someone come out. Perhaps a gas plumber first. Gas is not something you want to fool around with yourself.

Majestic DVR36RN: Here's what you need to do: Verify gas line is open. (You said you already have done that). Next turn the switch to pilot (you said you did that too). Make sure wall switch is on also. Now press and hold the pilot switch and hit the ignitor. Once it lights you need to continue to hold the pilot switch for roughly 1 minute. Release the knob and the flame should stay lighted. Now, turn the knob to on. You should be all set now.

The flame doesn't come on, because the bulbs are probably burned out. As far as the fan noise is concerned, the fan probably needs cleaning and lubrication of the shaft from the blower motor. Keep in mind, whenever the blower is operated, it's taking in cool air at floor level, to heat it and send it back out via the fan. It sucks in dust, dirt, lint, etc while it's in operation.
