If the freezer fan is running constantly, and things aren't too cold in either section, it means the frig thinks its not cold enough to shut off, so it runs trying to get to the proper temp. you have control set at. Check for any frost buildup on freezers back panel inside freezer. If there is you have a defrost problem.
I have seen this issues with GE and HotPoints. I recorded video for You. Hope this will help. I replace usually both : main board and evaporator fan motor.
The compressor in your refrigerator is probably worn out, the compressor is just like a small piston engine and the piston and rings could be worn out, allowing refrigerant to pass the rings. The valves could also be worn out allowing the same as above, the long running time is down to the unit trying to cool to the set point, you will find it will get worse as time goes on. Time to buy a new one.... it is not cost affective to have someone install a new compressor in the old unit.
Not sure how old it may be, but you can check a few things to see if it's defrosting properly. Also clean the condenser coils under the refrigerator to insure good circulation of air over coils. There is a defrost timer that initates defrost for 30mins every 8hours of compressor run time. Take off the thermostat knob and the freezer damper knob, remove light guard. To the right of the thermostat, is the timer advancement screw it is small,and it looks like a plastic cam not a screw. you put the flat blade of a screwdriver and rotate click by click till unit shuts off (you will hear louder click and fans and comp will shut off. Now its in defrost. Wait 5mins open freezer remove lower bin look at drain hole where frost buils you shoud see the heater glowing red melting the frost. If no red glow and no heat from panel. You must go further with the diagnosis..
