I'm assuming that "send" should be "receive" because you most definitely can send attachments from a Hotmail account, no matter what type, as we'll see in a second.
There are two solutions, neither of them pretty:
Hotmail's goal here is, obviously, to make it difficult to open malware in attachments by accident. You have to take steps of some sort; you have to think about it.
Heck, just renaming the file is enough. Have the sender rename the .exe file into a .txt file and send that as an attachment. You'll be able to download it, and then rename it back to a .exe.
If you go through those steps, and you still get infected? Well, it was your own doing.

Yahoo Mail has 2 modes: 1.Classic mode and 2.Standard mode I guess you're in standard mode,I suggest you switch to classic mode, I hope it could help you

I ran into this problem back in October and found a solution. By default EWS limits attachment sizes to ~ 8MB. You can customize the size limit by making changes on the Exchange 2007 server.
Modify
C:\Program Files\Microsoft\Exchange Server\ClientAccess\Owa\web.config
and
C:\Program Files\Microsoft\Exchange Server\ClientAccess\exchweb\EWS\web.config
Path will vary depending on your Exchange installation. Search for maxRequestLength in both files. Replace with a figure that doubles the actual allowed file size. In my testing 50000KB = 25MB attachment being allowed.
Note there are other settings in the GUI of Exchange that can also limit file send size and are well documented in Microsoft KB.
Note2: You will have to make this change again after every Exchange service pack.

That issue seems to be with virus infected on your system. You can try doing and online virus scan
1) Go to this link and download MalwareByte

(Install it and do an update for the antivirus first by clicking on the 'Update' tab, then do a scan either a quick scan or the other one)
2) Once done, download one more antivirus 'Super antispware'
