In order for you to receive HD broadcasting you must have a HD-TV, otherwise you wont get the picture in HD. Also I should point out that you need to make sure that the signal itself is being broadcast in HD.

How old is it? Is it an analog set?. There are no more analog broadcasts. You need a digital to analog converter box to watch the digital broadcasts. Ask your neighbors how they receive broadcasts.
Of course it is possible there are no broadcasts in your area. I live in the mountains of New York and we require satellite or cable to watch anything.
Check and replace its tuner. Before doing that, try a reset to your TV, and then check. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here.
