Hi,

You can charge it whether it's on or off. I recommend charging it while it's off.

SOURCE: rapoo mouse not working

The video is more of a physical review just in case you need someone showing you the features.

First off, have you been able to try it out on another computer anywhere, even a display in a store (disc only needed for full features, not for a test)? If the batteries were pre-installed, did you remove any plastic barrier(s) they may have placed to prevent contact? The receiver is fully seated in the USB (computer should have 'loaded' and indicated 'ready to use') and you did turn the power switch fully on? I know they may be obvious things but sometimes we all miss something obvious. If that all checks out, I hate to say it but sounds like either unit is bad or they were not properly paired at the factory (if needed). If new and still within the stores return window, return for a replacement or refund.

Repair the wireless connection

According to Rapoo, the solution is:

Rapoo 2900 E2700 E9080 pairing steps
1. Please first charge the keyboard to make sure the energy level is good.
2. the pairing steps are:
a : turn off the keyboard,
b: plug in the receiver,
c: turn on the keyboard
d :keep pressing "Esc" and "Pause break" keys for 5 seconds
3. If it is repaired successfully the mouse cursor can work normally. Please remember to plug the receiver again after successful pairing.

Unfortunately, I don't seem to make mine work at all :(
Maybe it's broken.
