Try a hard reset. It forces your iPad to turn Off and then On.
Hard Reset Your iPad. A hard reset forces your iPad to abruptly turn off and back on, which will usually fix the problem if your iPad has frozen on the Apple logo. Press and hold the power button and the Home button simultaneously until the Apple logo appears. Then, let go of both buttons.

you will need the 3 recovery disks that came with the PC, back up/copy call files you want to keep Pic's, word, ect.
also copy call your IE Favorites.
good luck as you know this will wipe your hard drive. you will need to reload the updated drivers for the Pen and the Video Drivers. hard to find.

If you've got a locked up iPad app or otherwise misbehaving iPad, and
want to reboot / reset your iPad, simply hold the sleep and home
buttons together until the iPad restarts.
You'll see the shutoff slider come up first, but just keep holding.
The screen will go blank and the Apple logo will reappear as the iPad
reboots.
Note: this does not reset any data on your iPad. This is just a restart, equivalent to rebooting your computer.

Go to the shop you bought the iPad and they will have to try to fix it if you bought it in the last year.
If iOS 7 is installed on the device then this is a built-in security measure against theft to prevent a thief from erasing content and using as new. You will need to get in touch with the original owners.
