Hi:

Try a hard reset. It forces your iPad to turn Off and then On.

Hard Reset Your iPad. A hard reset forces your iPad to abruptly turn off and back on, which will usually fix the problem if your iPad has frozen on the Apple logo. Press and hold the power button and the Home button simultaneously until the Apple logo appears. Then, let go of both buttons.

SOURCE: how do I unlock a locked up ipad?

If you've got a locked up iPad app or otherwise misbehaving iPad, and want to reboot / reset your iPad, simply hold the sleep and home buttons together until the iPad restarts.
You'll see the shutoff slider come up first, but just keep holding. The screen will go blank and the Apple logo will reappear as the iPad reboots.
Note: this does not reset any data on your iPad. This is just a restart, equivalent to rebooting your computer.

If iOS 7 is installed on the device then this is a built-in security measure against theft to prevent a thief from erasing content and using as new. You will need to get in touch with the original owners.

Password screen frozen on iPad how do I reset

In your case, you can still try some methods to fix it. Just follow below steps.

If you've neither synced with iTunes nor set up Find My iPhone in iCloud, you'll need to wipe your iPad to factory setting to remove the password, which means you'll suffer losing all your data on iPad and get it as a new one.
Please pay attention there is a slight difference in putting different models of iPad into recovery mode.
iPad Air
  • 1. Turn off your iPad Air, press and hold the Home button.
  • 2. While holding the Home key, connect the USB cable to the device. Wait until the Apple logo appears and keep holding the Home button for few more seconds.
  • 3. Continue holding the Home button until the iTunes logo appears.
iPad mini/iPad pro
  • 1. Connect your iPad to your computer or laptop and open iTunes.
  • 2. While your device is connected, force to restart it.
  • 3. Press and hold the Sleep/Wake and Home buttons at the same time. Don't release when you see the Apple logo. Keep holding both buttons until you see the recovery mode screen.
Now you have entered the recovery mode, and

1. When you see the option to Restore and Update, click it.

2. Wait for the process to finish. Then you can set up and use your device.

How do I do a factory recovery on my mini ipad

iTunes enables you to restore iPad mini to factory settings. Before you start restoring iPad to factory settings, please note that you need to install the latest version of iTunes on your Windows computer or MAC. Then go to Settings > iCloud to turn off Find My iPhone. Now, you can factory reset your iPad with iTunes as follows.

1. Plug iPad into the computer with the USB cable. The iTunes on your computer will automatically launch. If not, double-click the icon to start it.
2. Click the name of your iPad at the upper right corner of iTunes, and then the information of your iPad will be shown. Click the "Restore iPhone" button in the window to start.
3. iTunes will ask whether you want to back up iPad before restoring. You'd better choose "Yes" for the reset will erase the contents in your iPad. Then iTunes will start restoring your tablet to factory settings.
4. Click Restore again to confirm. Then iTunes erases your iPad and installs the latest iOS software. After you restore your device to factory settings, it will restart. Now you can set it up as new.
