the service line is from your house to the connection at the boundary

I have never heard of that. Since all sewage lines are run in series, If there is a main line issue downstream from where you live, are you and everyone upstream responsible for repairs? I would ask for verification of what rules are in place for upstream and downstream repairs and certification. Also, if they are transferring ownership to property owners, are you free to go out to bid repairs to contractors or are you bound to city/county repairs. Sounds like your being passed the burden and cost of repairs while the city/county is passing all liability to the property owners.

That would depend on the city you are in. Some will allow it others demand that it be placed in your yard or driveway. Same goes for trash dumpsters.

Its impossible to get the name and other details only higher officials can get these details it the mobile companies would not give you these details about their customers but however u can find the state they belong to and the operator.check this link
